The circuit breaker is Massachusetts' special education reimbursement program (M.G.L. c. 71B, § 5A). When the cost of educating one student with a disability passes a threshold the state sets, the state reimburses the district for a share of the cost above it. How these figures are built

Both parts. Rates use only the districts that reported both parts of the fraction. A district missing either part is left out of that rate, never counted as zero.

Not published. Not published means the publisher suppressed the figure to protect student privacy, did not report it, or the count is fewer than 10 students. It is never zero.

Identification rate
